Solder won't stick to wire?

I'm trying to solder some wire together (not electrical wire), but the solder won't stick. Here's some stats for more detail:

*Wire: 13 gauge (SWG)
*Solder: 1mm, wit flux core
*Soldering iron: Stanley brand, 450W

I've thoroughly cleaned both the wire and soldering iron tip, with sandpaper and soldering grease. I've even tinned the iron tip a couple times. But the solder is still not sticking to the wire.

This is for a project, which is due soon, so I really need an answer ASAP. Please help?! :(

The wire ISN'T electrical wire, it's pretty much the same stuff coat hangers are made of.
As for the flux, my solder is has a rosin flux core.
And the wire is definitely NOT copper.
I've tried heating both materials, and it's still not working.

Some wire is nickel plated and doesn't take solder very well. You need to use a rosin flux on the wire and a hotter soldering iron temperature. The watts of a soldering iron is only important when soldering larger objects. Try a 700 or 800 degree temperature. Give the wire a second or two to get hot. Between the temperature and the flux the wires should solder. This will also work for stainless steel. Aluminum needs special aluminum solder and flux.
